(AP) — For the second straight year, Democratic Gov. Tom Wolf will let a state budget bill become law despite the fact that it is badly out of balance as he presses Pennsylvania’s Republican-controlled Legislature to approve a tax package big enough to avoid a credit downgrade.
Wolf’s office released his decision in a statement Monday, hours before the nearly $32 billion spending bill was to become law without his signature at midnight.
In a statement, he said he hoped lawmakers could come together in the coming days to produce a responsible solution to balance the budget.
“Our creditors and the people of Pennsylvania understand a responsible resolution must take real and necessary steps to improve Pennsylvania’s fiscal future,” Wolf said.
In the 10 days after lawmakers sent it to his desk, Wolf had the power sign it into law, veto it or strike out some of the spending.
Still, there were questions about the constitutionality of a budget bill becoming law without a plan in place to pay for it.
Monday was the 10th day of a budget stalemate between Wolf and the House and Senate Republican majorities.
There was no sign of an agreement on an approximately $2.2 billion revenue package that lawmakers say is necessary to resolve the state’s largest shortfall since the recession and a projected deficit in the fiscal year that began July 1.
The package will rely primarily on borrowing and involves another big expansion of casino gambling in the nation’s No. 2 commercial casino state.
Looming is the potential for another downgrade to a credit rating already damaged by Pennsylvania’s failure to deal with a post-recession deficit.

(TRIB Live) - With the Legislature led by anti-tax Republican majorities, those discussions have centered on another big expansion of gambling in the nation's No. 2 commercial casino state and borrowing roughly $1.5 billion against future revenues from Pennsylvania's share of a landmark 1998 multistate settlement with tobacco companies.
Friction on Sunday revolved around Wolf's insistence that lawmakers produce $700 million to $800 million in reliable revenue, such as tax increases, to help the state avoid another downgrade to its battered credit rating.

Gov. Christie Trys His Hand At Radio:
(Media Ite) - In a heated exchange on WFAN, Christie mixed it up with “Mike from Montclair,” a frequent caller to the station. Mike brought the heat right out of the box, and it resulted in 90 seconds of sports radio gold.
“Governor, next time you want to sit on a beach that is closed to the entire world except you, you put your fat ass in a car and go to one that’s open to all your constituents,” Mike said.
“Interesting, Mike,” Christie said.
“What’s that, Gov?!” Mike fired back.
“You know, Mike,” Christie said. “I love getting calls from communists in Montclair.”
“You’re a bully, Governor!” Mike said. “And I don’t like bullies!”
“You’re swearing on the air, Mike. You’re a bum!” Christie said to his constituent.
Christie is auditioning for the afternoon drive time slot on WFAN, a spot held down for nearly the past three decades by sports radio icon Mike Francesa. A few more exchanges like this — and make no mistake, exchanges like this are the essence of sports talk radio — and he figures to be a shoo-in.
The whole world is watching, and the Church has become a sad, decadent cesspool in Rome... The story broke two weeks ago, that Cardinal Pell, advisor to Pope Francis and the man in charge of the Vatican's finances has been charged with multiple counts of sexual abuse directed towards minors.
Today, the Cardinal landed in Melbourne, Austrailia to face these charges and 'clear his name', as he told reporters today.
Just to put things into context, two years ago Pope Francis vowed a crackdown on clergy that committed these despicable acts and asked forgiveness:
“Before God and his people, I express my sorrow for the sins and grave crimes of clerical sexual abuse committed against you,” Francis said during his homily, according to a text released by the Vatican. “And I humbly ask forgiveness. I beg your forgiveness, too, for the sins of omission on the part of church leaders who did not respond adequately to reports of abuse made by family members, as well as by abuse victims themselves.”
Francis also vowed “not to tolerate harm done to a minor by any individual, whether a cleric or not,” and declared that bishops would be held accountable for protecting minors. He said the abuse scandals had had “a toxic effect on faith and hope in God.”
“I am afraid there are very dangerous alliances between powers who have a distorted view of the world: America and Russia..."
“The danger concerns immigration... Our main and unfortunately growing problem in the world today is that of the poor, the weak, the excluded, which includes migrants. This is why the G20 worries me: It mainly hits immigrants,” Pope Francis said, according to AFP.
That's right ladies and gentlemen, instead of cracking down on sexual misconduct in the Vatican, the Pope wants to crack down on countries that do NOT allow immigrants or refugees (aka. Invaders). This radical Pope has gone as far as calling for the forcible implementation of immigrant quotas through a federal restructuring of European nations.
